APS 011 Has Been Updated

Benefits Proportional by Fund (APS 011) (FPP A.010) has been updated to include changes to the Benefits Proportional by Fund Report instructions and Benefits Proportional by Fund (APS 011) Forms and Sample Letters. Changes include those due to acts of the 82nd Legislature.

Direct Deposit Will Remain Active for Terminated USPS Employees

Uniform Statewide Payroll/Personnel System (USPS) Application Change Request (ACR) 30406 migrated on April 27 to keep a terminated employee's direct deposit instructions turned on for 60 days past the terminated date, with one exception: Reason Code 069 (Deceased Employee).

TINS Direct Deposit Web–based Training Now Available

A new Web-based training class is available for state agency staff entering, maintaining or changing direct deposit information in the Texas Identification Number System (TINS). Fiscal Management invites you to share this training opportunity with your staff who may be involved with direct deposit processing now or in the future.

This introductory course provides one-and-a-half hours of continuing professional education (CPE) credit. Recommended prerequisites are either six months of TINS experience or completion of both the TINS Inquiry and TINS Online classes, either Web-based or classroom.

The focus is vendor direct deposit, but there are helpful topics for payroll direct deposit processing.



The online course:

  • Describes the direct deposit process carried out through the Automated Clearing House (ACH) network.
  • Identifies vendor direct deposit and advance payment notification (APN) authorization forms.
  • Covers how to use the TINS direct deposit screens to enter, review, change and cancel direct deposit instructions for vendor transactions.
  • Defines and describes reversals, payroll callbacks, returned money items, notifications of change, state hold impact on direct deposit actions and reports.

Comptroller Systems to Undergo Maintenance April 27 – 29

The Statewide Financials Production Portal will be down and, as a result, the following systems will not be accessible:

  • CAPPS (Centralized Accounting and Payroll/Personnel System) Financial Production Environment FSPRD
  • ISAS (Integrated Statewide Administrative System) Production Environment STWPRD
  • Production Treasury Pooled Collateral

We apologize for any inconvenience and anticipate the production environments will be fully available at noon on Sunday, April 29. If you have any questions or problems, please contact the Comptroller’s Help Desk at (512) 463-4357.

Reminder – Confirmation Form for Semiannual Verification of Users’ Security Access Levels Due April 30

Security coordinators are required to certify that their records are up to date through a semiannual security verification process. The security verification is concurrent for all state government accounting systems. The confirmation form must be returned by April 30 for agency or institution security requests to continue to be accepted.

Take the TINS Direct Deposit Web-based Training

TINS Enhanced to Provide Self-Check Digit and Full Charter Numbers

TINS now calculates the check digit for a 10-digit Texas Identification Number on all inquiry screens. The system will calculate the self-check digit from both Line 1 inquiry and the INQMEN menu screen.

TINS also will display leading zeros for the charter number on the Payee Master Information (PYMAST) screen. Although 10 digits are required for the payee master setup for specific ownership types, leading zeros were previously dropped on the PYMAST screen.

The TINS Guide (FPP P.003) has been updated to reflect these changes.

Reminder – Deadlines Approaching for First Quarter Veteran Workforce Summary Reports

April 13 is the maintenance/corrections deadline for the First Quarter Veteran Workforce Summary Reports (Jan. 1 – March 31). Copies of the quarterly reports will be sent via electronic file transfer (EFT) on April 17. The electronic acknowledgement form and complaints report must be submitted by April 24.

Warrant Pickup Authorization Form Due by April 20

Every two years, the Fiscal Management Division of the Texas Comptroller of Public Accounts updates the Agency Authorization For Warrant Pickup PDF form (74-189). All authorizations now on file will terminate at 5 p.m. on April 30, and the new forms will become effective May 1. Please complete the forms and return them to the Fiscal Management Division no later than April 20.

New Integrated Treasury Operations System Now Live

On April 1, the Texas Comptroller of Public Accounts completed replacement of the state’s multiple Treasury Operations legacy applications with an upgraded solution. The new system is integrated with other state agencies to help manage payment, deposit, funding and return transactions.

Treasury Operations can now more efficiently and securely manage the state’s $140 billion in annual monetary transactions. The new system reduces or eliminates time-consuming manual processes and paper processing. It also increases security controls and provides an easily tracked audit trail.

Texas is among the first states to upgrade to the same technology that supports corporate financial institutions, with 11 manual or legacy functions integrated into the upgraded system.
