ACR 30654 — SPRS System Change

ACR 30654 modified the Standardized Payroll/Personnel Reporting System (SPRS) to create the Payroll Health Insurance Contribution deduction that goes into effect Sept. 1, 2011.


The General Appropriations Act, Article IX, Section 18.09, requires each state agency and institution of higher education (not including components of the University of Texas and Texas A&M Systems) to contribute an amount equal to 1.0 percent of the total base wages and salaries for each benefits-eligible employee to the Employees Retirement System’s Group Benefits Program, beginning with the September 2011 pay period.


The Texas Comptroller of Public Accounts has published the rules and regulations to administer the program. For more information and processing examples, see Payroll Contribution for Group Health Insurance (FPP P.005).

To identify the Payroll Health Insurance Contribution in SPRS, a new state match deduction code of PHC was established.


Payroll modules were modified.
